The CEER has issued its 2005 benchmarking report on quality of electricity supply in Europe, the 3rd in its series. In addition to the ‘traditional’ sections on continuity of supply and commercial quality, the 3rd report contains new chapters on incentive reguation and voltage quality.
Continuity of supply: an effort seems to have been made to increase consistency of data received from the various countries. Planned and unplanned interruptions are reported, with or without exceptional events. Europe’s performance on continuity is exemplary, and the situation is still (slightly) improving.
Incentive regulation:7 countries have incentive regulation for continuity of supply. The report makes a causal link between this regulation and the improvement trend. Incentive regulation typically implies a value of a kWh not delivered around 10 euro.
Voltage quality: a new and rather short chapter, reporting on the increasing trend of monitoring voltage quality in the distribution system. 5 countries are reported to have voltage quality deviating from EN50160 (ES, FR, HU, NO, PL). Also, Power Quality contracts are mentioned in the report - they exist in CZ, ES, FR, GB, IT, LV, PT and SI.
The report provides a wealth of information, based on a survey of specialists. It is however a benchmarking report, taking a snapshot of the current situation, but not defining best practice. With this observation, it delivers however fully what its title promises.
